The paper’s journey is the paper’s weakness

When an exam is compromised, the news breaks on exam day — but the crime almost never happens there. It happens earlier, somewhere along the journey: at a printing press, in a strongroom, inside a transport van, in the hands of one of the hundreds of people who must touch a question paper before a single candidate does.

This is the uncomfortable arithmetic of high-stakes examinations. Every custody transfer is a point of trust. Every point of trust is a point of failure. And a system whose integrity depends on every one of hundreds of people behaving honestly, every single time, is a system engineered to fail eventually — no matter how many are honest.

Surveillance guards the wrong place

The instinctive response to malpractice is more surveillance: more cameras, more frisking, more jammers, more invigilators. All of it guards the exam hall. But if the paper was sold the night before, the exam hall is just where the fraud gets executed — the theft already happened upstream, where no camera was pointing.

This is why exam cancellations keep recurring despite ever-tighter halls: the defence is concentrated at the end of the pipeline, while the vulnerability is distributed along its whole length.

Going digital moves the journey — it doesn’t remove it

Computer-based testing eliminates the physical paper, and with it the van and the strongroom. But a digital paper still travels: from the authority’s server, across networks, to thousands of terminals. The May 2026 SSC GD constable exam showed what lives along that new journey. Terminals were shut down mid-exam after suspicious access was detected; shifts were cancelled; re-scheduled crowds overwhelmed centres. The SSC chairman’s diagnosis was blunt:

“The biggest threats for our exams are remote answering and technical hacks.”

The custody principle

There is another way to frame the problem, and it borrows from how banks moved money digitally without trusting every wire in between: make the thing unreadable to everyone who isn’t its rightful recipient, until the rightful moment.

Sealed at origin

The paper is encrypted the moment it leaves the examination authority — before any press, courier, server or centre operator touches it.

Step 02

Dark in transit

In storage and transport — physical or digital — it is unreadable to everyone, including the people carrying and guarding it. Stealing it yields ciphertext, not questions.

Step 03

Open only at the desk, at the hour

Readability arrives at the scheduled time, at the exam desk — not a minute before, nowhere else.

Step 04

Sealed on return

Answers travel back under the same protection, so tampering after the exam is as hard as leaking before it.

Under this principle, the question “can we trust the courier / the press / the centre’s network?” stops mattering. Nobody in the middle holds anything worth stealing. The system’s integrity no longer rests on universal human honesty — it rests on mathematics.
